On March 12, the Pismo Beach Police Department released video documenting the arrest of Andrea Hansen, a woman with epilepsy who called 911 seeking medical attention on Oct. 11, 2014.
The footage captured by officers’ body cameras is of poor quality, but contains an intact audio recording of the events that transpired that night. Hansen was originally charged with public intoxication, resisting arrest, and battery of a peace officer. She recently pleaded no contest to the charge of public intoxication in exchange for dismissal of the remaining charges. Hansen claimed on a GoFundMe page that officers used unnecessary force when handling her and that they denied her medical attention.
Hansen’s attorney David Vogel previously told New Times he and his client were considering a possible civil rights case against at least one of the arresting officers.
New Times submitted a public records request for the video shortly after the arrest late last year. The department initially declined to release video until the criminal case had completed. In a prepared statement provided with the video, Pismo Beach Chief of Police Jake Miller said, “The videos demonstrate that the allegations made by Ms. Hansen that the officers used excessive force, physically assaulted her, denied her medical attention, or cancelled ambulance personnel are false.”
