Local troubadour and Pismo Beach resident Greg Baldwin—known to fans as “Spanky”—dropped his drawers and opened his vocal cords in protest of the federal government shutdown on Oct. 15 on the capitol steps in Washington, D.C. A staff photographer for Politico snapped this photo, which has since attracted national—ahem—attention.
