The San Luis Obispo County Democratic Party adopted a resolution on June 8 urging the San Luis Obispo County Board of Supervisors and local city councils to require face masks in both indoor and outdoor public spaces when physical distancing measures are difficult to attain.

In a press release, SLO Democratic Party Chair Rita Casaverde stated that the organization is increasingly worried by the reluctance of the SLO County Board of Supervisors to provide clear safety requirements regarding the use of face masks during the pandemic.

Currently, the county recommends wearing face masks, following social distancing guidelines, and hand-washing. Both Monterey and Santa Barbara counties have adopted face mask requirements.

“Our community has made too many sacrifices to let our guard down now, and our resolution is asking for the bare minimum: If you are in a public space where 6-foot physical distancing is difficult, you must wear a mask,” Casaverde said in the press release.

The local Democrats’ resolution also urges local governments to enable businesses to refuse service to anyone not wearing a face mask, allocate funding for a communications campaign to inform residents and out-of-county visitors about the measures, and provide digital advertising on social media and printed signs to local businesses.

The group states that the U.S. Centers for Disease Control (CDC), among other medical experts, have said facial coverings help prevent the spread of COVID-19. According to the CDC website, “A cloth face covering may not protect the wearer, but it may keep the wearer from spreading the virus to others.”

Cloth face coverings, the CDC states, provide an extra layer to help prevent respiratory droplets from traveling in the air and onto other people.

According to SLO County Democratic Party, a face mask requirement would also remove the point of friction between mask advocates and opponents.

The Republican Party of San Luis Obispo County (RPSLO) told New Times that this isn’t a resolution it would support. The group is focused on liberty, freedom, and personal responsibility, local party chair Randall Jordan said.

“Anything that the government enacts to limit that freedom, we are against,” Jordan said.

He said he and his family were on their way back to the Central Coast from a week-long vacation. Jordan’s family traveled through New Mexico, which he said was a negative experience because the state has a mask requirement.

“We couldn’t go through the drive-through with our grandchildren and get them a meal because we didn’t wear a mask,” he said. “We couldn’t go into the service stations and use the restroom, again, because we didn’t wear a mask.”

RPSLO believes that everyone has the right to make up their own mind.

“People that want to wear masks in public or store owners that want to require them, that’s their prerogative. If they want to do that, then we don’t have to frequent those stores,” Jordan said.

Members of the Central Coast Health Coalition—a regional non-partisan group formed to advocate for consumer choice in health—say requiring face masks could be potentially harmful to people with medical conditions that make it hard to breathe.

Coalition member Joy Erb said she recently had this conversation with her local church, which asked its attendees to wear a mask at its upcoming in-person service.

Erb wrote a letter to her church in response.

“I do understand that many people are very afraid of the COVID-19 virus, despite the fact that the death rate is similar to that of the annual flu,” she wrote. “What you may not have considered is that the requiring of face-masks could cause negative health consequences to those who wear them.”

She cited SLO County Public Health Director Penny Borenstein in her letter. In a May 8 press briefing, Borenstein said that she refrained from mandating masks for the public because of a lack of information available to prove that masks are helpful in blocking virus-sized particles and preventing infection.

“When used improperly, masks can become a growing ground for germs akin to a Petri dish,” Erb states in the letter.

The CDC recommends that face masks get washed after every use. In a May 1 press briefing, Borenstein said the community should refrain from wearing medical-grade masks and that if an individual chooses to wear a mask, a fabric mask was their only alternative.

“And there again, they have to be with the right material and made properly and the right elastic and used properly and cleaned properly,” Borenstein said. ∆

  1. With the reopening of our county, along with wide spread protests, it is only a matter of time until Coronavirus takes a stronger hold on our community. Already, our daily disease burden load is increasing.

    We now know that major transmission of Coronavirus is airborne. We also have learned that masks are a vital and effective way to inhibit transmission, when social distancing cannot be maintained. Countries that have implemented masks laws have done much better than we have. Fortunately we can do better. In 1 month time, face coverings in Italy reduced the number of infection by 78,000. Similarly, New York saw a reduction in disease by 66,000 with only 22 days of face covering use (1).

    If the country relies on herd immunity, approximately 60-70% of our population would need to be immune (assuming lifelong immunity is even possible-something we are not even sure of at this time). This would require approximately 200 million Americans to be infected before herd immunity would benefit us. Given the current death rate, this would mean over a half of million Americans would die of the disease (3).

    Epidemiologist have predicted that if the US would have closed down just 1-2 weeks earlier 36,000 lives would have been saved. That’s 36,000 fewer families that would have been torn apart because of Coronavirus. I cannot but help believe that something similar would occur if mask laws were to be in effect. I do not want to look back and regret that our county would have enforced these laws earlier. We need to focus on community good and the preservation of lives over individual freedoms. Please value our elders, our sick and our community.

    Masks are safe. Masks are effective. Masks are simple. Masks are inexpensive. So, there is no excuse that these are not mandated by the county to be used in a public setting. There is no alternative besides another stay at home order or a significant loss of lives.

    Please focus on the collective good for the wellbeing of our community. A mask requirement is a very small sacrifice

  2. Santa Maria has imposed a $1,000 fine and possible jail time for the mask slackers. Stores need this to be able to enforce the rules. SLO County needs to impose fines and jail time as well. Otherwise these ordinances have no teeth and are easy to flaunt by those who don’t care about community health.

    It’s best to speak calmly, and in a manner of requesting information. Use the bullet point examples below in the form of questions.

    Be polite but firm and require specific answers and a timeframe that they must respond.

    Contact the businesses you want to visit in advance. Tell them you are coming, and you won’t be wearing a mask for medical reasons. Speak to the manager calmly and with conviction.

    “What are the medical grounds for your requesting your customers to wear a mask?”

    “Are you aware there is no state regulation requiring that customers wear masks?”

    “Would you provide me with the peer-reviewed research published in a reputable medical journal that conclusively demonstrates that healthy people wearing masks prevents the spread of disease?”

    “Are you aware that a licensed medical doctor is the only person qualified to give me medical advice, and wearing a mask is considered a health intervention because it affects the function of the respiratory system. Are you providing a licensed medical doctor at the entrance to your store to provide physical exams of the public to make this recommendation?”

    “Are you aware that my civil liberties protection (in CA, it is California Civic Code 51 (b) states that I am a free and equal citizen and cannot be denied services by any business establishment due to a medical condition?”

  4. We now know that per the CDCs statistics, the mortality rate of Covid-19 is on par with the annual flu. Wanting to fine and jail people for not wearing a mask over a virus with a mortality rate similar to influenza (and keep in mind there is already a vaccine for influenza) is extreme. Where do you purport we draw the line? Do you demand everyone wear masks every flu “season”? All year round? What about the many people who have medical reasons they cannot wear masks? Do you also demand their private health history be provided to you to prove something? There will always be viruses. If we properly care for our bodies and health our immune systems overcome viruses, creating immunity. When our entire community does that we naturally create herd immunity, protecting those at risk. If you are scared, or feel you are at risk, you can choose to stay home. You have the choice to stay home. Stop trying to take away others freedom of choice because the media owned by Pharma, and the Democratic Party, tells you to.

  5. There is no scientific basis whatsoever for the wearing of face masks to prevent the transmission of the COVID-19 virus. No scientific study establishes a relationship between mask use and protection against the COVID-19 virus. Many scientific studies of comparable influenza virus transmission demonstrate that masks are ineffective: “None of the studies established a conclusive relationship between mask/respirator use and protection against influenza infection.”

    There are however, many significant health problems caused by the wearing of face masks. The health problems range from headaches, to increased airway resistance, carbon dioxide accumulation, to hypoxia, all the way to serious life-threatening complications. Face masks reduce blood oxygenation (hypoxia) significantly. Hypoxia, among other damages to health, weakens the immune system, and makes one more vulnerable to infections, and to worse outcomes of infections, including COVID-19 infections.

    The face mask also concentrates viruses, through the rebreathing of viruses, in the respiratory system. High concentrations of viruses lead to deadly outcomes. Highly concentrated viruses in the nasal passages travel directly to the brain through the route of olfactory nerves.

    There is no scientific evidence that wearing a mask has any significant impact in preventing the spread of the COVID-19 virus. Contrarily, there are grave health problems caused by the wearing of face masks. The COVID-19 infection is a benign infection for the vast majority of the population. Letting the virus spread through the healthier population will produce herd immunity which will protect the elderly and the vulnerable.

    Furthermore, human beings have natures, and part of that nature, inasmuch as we are social beings, is to see and recognize each other. To that end, we have faces. Those who would distort human nature do so ultimately to their own peril. The impairment of ordinary human relations by face masking damages the undergirding of healthy, functioning, interacting, society.

  6. Please take a deep breath and consider these facts:
    In the US, about 100,000 people die each year from Hospital Acquired Infections (HAIs). HAIs sicken over 12 million people annually.

    Cancer kills nearly 600,000 people in our country each year.

    Imagine if we dedicated an equal amount of money and resources to tackle these long-standing issues that we are dedicating to COVID.

    Now consider that, according to the CDC, only between 5-10% of ICU beds in CA are being used for COVID patients – meanwhile 55-65% of total available beds are occupied with people with other needs.

    For those interested in mask mandates, please tell me what are your criteria for rescinding that mandate?
