County taxpayers can breathe a sigh of relief. A staff report released by the Local Agency Formation Commission (LAFCO) on the afternoon of Sept. 17 advised the organization’s board to not dissolve the Los Osos Community Services District (CSD).
Law stipulates that, if a district goes insolvent or dissolves, all assets and liabilities pass on to the county and the Los Osos CSD has a little of the former and truckloads of the latter.
Additionally, the cost of constructing the controversial sewer, mandated by the Regional Water Quality Control Board, would also land on the county taxpayers if a dissolution went through.
Taxpayer Watch a group led by former CSD members recalled by special election last fall applied for the dissolution. They assert that the current CSD inappropriately stalled the sewer solution by halting a plan set in motion late last summer.
LAFCO commission members will either choose to act on the staff recommendation or approve the dissolution during their regularly scheduled meeting on Sept. 21 in San Luis Obispo.
