I stand to be corrected, but I believe that the city of San Francisco created a sub-committee for parks and it funds a portion of the parklets, and the owner of the building nearest to it also pays.
Maybe we can create that for San Luis?

You do realize if you pass some additional costs to property owners they will pass that cost on to tenants or to their customers if they are owner/users? There’s a place for outdoor dining but it shouldnt be imposed by the city. A business that wants outdoor ding for it’s customers will find a suitable location if it’s an integral part of their business. City streets needed for safety, traffic flow and parking are not suitable places for dining.
