Templeton's CSD president goes rogue? 

Maybe the title went to his head, but John Gannon, president of Templeton’s Community Services District Board of Supervisors, apparently forgot that his opinions don’t necessarily reflect the views of all his fellow directors. On Sept. 24, he wrote a letter on behalf of the board and sent it to the SLO County Board of Supervisors.

“The Templeton Community Services District Board of Directors does not support the amendment of Article 9 of the Land Use Ordinance … ” Gannon wrote. “As such, we respectfully request that this amendment be tabled until further discussions may be held.”

After fellow director Greg O’Sullivan caught wind of the letter, he shot Gannon and the other directors a quick e-mail voicing concerns that the letter could violate the Brown Act, which requires board members to meet and vote publicly before issuing an official board position. He also sent a notice to the supervisors.

“The attached letter … is not the official position of the TCSD Board of Directors as no position has been acted upon,” O’Sullivan wrote. “For now it should be considered John Gannon’s opinion only as he authorized the letter.”

A Templeton CSD staffer told New Times Gannon was out of town and likely wouldn’t respond to a request for comment as of press time.
