The City of Grover Beach is holding the contractor liable for doing a poor paving job on North 4th Street from about Atlantic City Avenue north to Pismo Beach. A wheelbarrel and a rake could have done a better job. It still concerns me that the city’s residential street funds were used on this major thoroughfare.
    Coincidentally, two city council members who resided well within 300 feet of the North 4th Street project should never have been allowed to vote on the project, due to laws regarding conflict of interest. Any city council member living within 500 feet of any project before the council must refrain from voting on the measure by state law. Where was our well-paid city attorney when the issue was voted upon? What was the mayor’s guidance in this matter?
