n the current issue of New Times, Peter Johnson writes in Labor Debate, Coming in at an estimated $114 million, raw upgrades (to SLOs Water Resource Recovery Facility on Prado Rd) mark the most expensive and most complicated public project in the history of the the city. Yet this weeks mailer from tiny Morro Bays Citizens for Affordable Living states: The City would have you believe there is no alternative to their out of control and mismanaged $125 million dollar sewer plant.
Did the California Coastal Commission know this cost before requiring Morro Bay to move their water treatment plant east of Hwy 1? Maybe this is one reason why MBPD's Chief left after just 13 months?

Morro Bay was incorporated in 1964 to retain the tax from the PG&E power plant. That plant is now closed. It might be time to unincorporated. A resident told me that this option was in the Citys charter.
