Most homeowners around here are from LA area who sold their high dollar houses and move here. Not it's the we are in to stay, raise the drawbridge and send the peasants to live in the north county. There is no planning going on just who has the money to build. Paso messed up by having former la builders take control and they out built their water supply. Of course, that was only found out later.
