Gail, the cost of desalinated water is roughly double that of sources from recycling or building a reservoir (source: https://www.mercurynews.com/2014/05/29/nat…). So if it were to become a material part of our supply source without a cheap source of power to run the plant we'd see water costs shoot up. By far the cheapest way to address the need for cheap clean water is increased conservation. I don't know about you but I'd be doing all the things you mentioned the cost of a gallon of tap water doubled.
