County to investigate Paavo Ogren 

The San Luis Obispo County Administrative Office has been asked to investigate allegations of a conflict of interest stemming from an alleged relationship between Public Works Director Paavo Ogren and former Los Osos Community Services District board member Maria Kelly.

On June 21, Supervisor Bruce Gibson asked the Administrative Office to review allegations made by residents during public comment after a story published on calcoastnews.com alleged a romantic relationship between Ogren and Kelly.

Los Osos residents have said a relationship would constitute a conflict of interest, primarily because of Ogren’s and Kelly’s respective involvement in the Los Osos sewer project.

“All we really have at this point is an Internet post that is unsourced and has inaccuracies that I know of,” Gibson said, responding to the comments.

Kelly resigned from the Los Osos CSD June 16.

“Unfortunately as I evaluate my current situation and the needs of my children, I have reluctantly come to the conclusion that I must immediately step down since I do not believe I can provide the commitment and attention that the Board of Directors requires and that the community of Los Osos deserves,” she wrote in her resignation letter.

She told New Times the CSD has no authority over the sewer project.

Ogren declined to comment while the investigation is pending.

“My office is in the process of identifying the issues associated with the allegations as a first step,” County Administrator Jim Grant told New Times. “We will then determine the next steps in the process to fully evaluate any issues that are identified.”
