"Baby killing" is would be murder, and has always been illegal. If, however, you're referring to California's abortion laws, please provide details on the law you mention. A news search shows only one recent state law pertaining to abortion--one expanding access. SB 24 would provide access to the abortion pill at no cost to public university students. The bill, SB 24, was recently passed in the Senate but is not yet signed into law.
