How do you prove a negative? How do you prove oil will not leak past a tar seal or fault in the future especially when you will dump millions of gallons of oily corrosive waste water, under pressure, into a "hydrologically isolated aquifer". DOGGR's methodology for determining isolation is fatally flawed and at odds with the RWQCB's assumption of continuity between all aquifers in a water basin.
