It seem to me we would be wiser to change our personal habits so that waste of all kinds is properly disposed of rather than banning things that cause damage when tossed carelessly aside.
Before the government decided it could regulate personal behavior, TB was reduced by a program of education regarding spitting in the streets. You don't see many of us doing so today, do you?
Effective educational programs or simple awareness of a problem do more to change individual behavior than any ban.
Activists turn to businesses or government is it seems easier than beginning a massive public education program. They forget than many individuals are just as aware as they are regarding the pollution caused by careless disposal of trash.
